跳出历史周期率：基于国家权力属性变革视角的分析

摘要: 本文基于政治学权力理论的基本原理和历史比较分析方法，以国家权力为核心考察对象，从权力性质与受控程度两个维度的交互作用中分析历史周期率的成因，以及当代社会主义中国跳出历史周期率的必然性和有效路径。从权力视角来看，历史周期率本质上是国家权力私属化导致的权力失控周期性循环。社会主义中国基于生产资料社会公有和人民主权原则重塑了权力逻辑，从根本上抽掉了历史周期率赖以存在的经济、政治、社会与制度根基。由于古今中国政权体制的相似性，历史周期率所蕴含的政权兴衰教训仍具有强烈的现实警示意义。社会主义中国跳出历史周期率，实质是避免人亡政息、实现政权长治久安；核心是坚守公权力的公共本质；根本路径是坚持党的领导、人民当家作主、依法治国有机统一；关键任务是以治权为重点的党的自我革命。三者相统一的机制化路径与党的自我革命重在治权，共同构成从权力公有制度优势向权力长期受控效能转化的完整链条。

Abstract: Based on the basic principles of political power theory and the method of historical comparative analysis, this paper takes state power as the core object of investigation, and analyzes the causes of the historical cycle rate from the interaction of the nature of power and the degree of control, as well as the inevitability and effective path of contemporary socialist China to jump out of the historical cycle rate. From the perspective of power, the historical cycle rate is essentially a periodic cycle of power out of control caused by the privatization of state power. Based on the principle of social public ownership of means of production and people's sovereignty, socialist China has reshaped the logic of power and fundamentally removed the economic, political, social and institutional foundations on which the historical cycle rate depends. Because of the similarity of ancient and modern Chinese regime system, the lessons of the rise and fall of the regime contained in the historical cycle rate still have strong practical warning significance. The essence of socialist China's jumping out of the historical cycle is to avoid the death of the people and realize the long-term stability of the regime; the core is to adhere to the public nature of public power; the fundamental path is to adhere to the organic unity of the Party's leadership, the people's ownership and the rule of law; the key task is the Party's self-revolution focusing on the rule of power. The institutional path of the unity of the three and the Party's self-revolution focus on governing power constitute a complete chain of transformation from the advantages of public power system to the long-term controlled effectiveness of power.
